There will be a revision of the D&R Star 8 Ball Pool League Procedure Manual. The revision will be as follows: "All women will be allowed to participate on the same basis as men and there will be no restriction on the number or percentage of women players on any team in any Open League." Formally called Men's Leagues, will now be called Open Leagues, with no restriction of how many women can play on an open team.
When a team wins a league or tournament, it must advance to the next highest skill level, if a higher level exists (example: A to AA or from AA to Masters). If it is a five person team and two or more memebers of that team remain or form a new team, that team will still advance to the next highest league level, if a higher league level exists. If it is a four person team and two or more members of that team remain or form a new team, that team will still advance to the next highest league level, if a higher league level exists. Teams are not precluded from disbanding and individual team members may leave a team at his/her option. A team may also be seated in a league or tournament based on known ability of its players. When participating in any Open League, your team will play in Open Division of tournaments.

Board Member Definition:
The committee will be elected by the Board and Team Captains. This committee will decide on the types of awards, trophies, banquet and how much money is to be spent on such items. It shall be returned to the individual teams or Leagues in accordance with the player's agreement. All expenses for awards are paid for from League funds. Teams shall receive their money according to schedules established by the National Committee and D&R/Star.
League Champions will be Determined in the Following Manner:
Split Season Play-off & Tie Breaker Method:
a. All matches must be played at one of the two Sponsor locations, or a neutral site. Teams will flip a coin, once for home position and second for home team on score sheet. The play-off or tie breaker match for 1st place will be played according to the normal League game format for your respective League-9, 15, 16, 20, or 25 game format. If this play-off match ends with a tie on the total points, round wins of the match will then determine the winner of the play-off. If after the last round of the match and the game is still tied, teams must re-play the last round using the same line-up.
b. Every effort needs to be made to have the match played as soon as possible. (7 days would be the maximum time allowed). The League Secretary would need the results in order to compute final standings for the League.
c. All players playing in a play-off must be a member of that team and have a minimum of 10 weeks of league play.

8-BALL ON THE BREAK IS NOT A WIN! WHEN THE 8-BALL IS POCKETED ON THE BREAK, THE BREAKER MUST ASK FOR A RE-RACK OR HAVE THE 8-BALL SPOTTED AS CLOSE TO THE SPOT AS POSSIBLE AND CONTINUE SHOOTING. SHOULD THE BREAKER POCKET THE 8-BALL AND SCRATCH, THE INCOMING PLAYER HAS THE OPTION OF RE-RACKING OR SPOTTING THE 8-BALL AND ASSUMING THE BREAK. SHOULD THE INCOMING PLAYER DECIDE TO SPOT THE 8-BALL, HE/SHE MUST THEN SHOOT FROM BEHIND THE HEADSTRING. A GAME CANNOT BE WON OR LOST WITH AN 8 ON THE BREAK REGARDLESS OF WHAT IS POCKETED ON THE SAME SHOT!
